That's hard.

Morrowind and Oblivion are similar from the RPG perspective, and the open world with massess of missions, though they are fantasy games. Saint's Row for X-Box is similar, but, well, X-Box. They're just such unique, great games, it;s hard to find similar stuff that's GOOD. There are a few for consoles, but not for PC, really. Sorry.
